What Is the Self-Determination Program (SDP)?
The Self-Determination Program (SDP) is a California Regional Center option that gives individuals with developmental disabilities and their families greater choice and control over the services and supports they receive. SDP is designed to promote independence, flexibility, and individualized support planning in California, ensuring that each participant’s services are tailored to their personal goals and needs.
Under SDP, participants receive an individualized annual budget based on their needs, goals, and circumstances. This budget allows participants to select services and supports that best fit their lifestyle, priorities, and long-term objectives, rather than relying solely on traditional service models.
Key Principles of the Self-Determination Program
- Participant Choice and ControlParticipants take an active role in deciding what services they receive, who provides them, and how supports are delivered.
- Person-Centered PlanningServices are built around each individual’s goals, strengths, interests, and support needs, with planning guided by the participant and their support team.
- Flexibility in ServicesSDP allows participants to use their budgets for a wide range of approved, non-medical supports that promote independence, skill-building, and community participation.
- Collaboration and SupportParticipants may work with families, Regional Centers, independent facilitators, and financial management services (FMS) providers to manage their budget and ensure services are delivered appropriately.
- Home and Community-Based Services (HCBS) AlignmentSDP follows HCBS principles, emphasizing dignity, safety, inclusion, and meaningful participation in the community.

How to Join the Self-Determination Program (SDP)
Transitioning to SDP doesn’t have to be overwhelming. Here are the core steps families take to get started:

Tell Your Regional Center You Want SDP
Contact your Service Coordinator and request to transition from Traditional Services to the Self-Determination Program.

Complete the SDP Orientation
Attend an approved SDP Orientation and obtain your Certificate of Completion.
This certificate is required to move forward.

Gather Your Key Documents
Have the basics ready:
- Current IPP
- Recent POS (Purchase of Service) history
- Any reports that support safety or support needs
These documents help build your SDP budget.

Build Your Person-Centered Plan & Spending Plan
Work with your Regional Center (and an Independent Facilitator, if you choose) to:
- Identify goals and support needs
- Ensure all safety and supervision needs are written into the IPP
- Create your SDP Spending Plan

Choose a Financial Management Service (FMS)
Select an FMS to manage payments, payroll, and budgeting once SDP starts.

Sign, Onboard, and Start Services
Once the Spending Plan is approved:
- Sign final documents
- Complete FMS onboarding
- Choose your SDP start date
- Begin services with your chosen providers
